NEW COMMITTEES


Finance Committee.
 The Board of Directors may appoint a Finance Committee consisting of not less than three (3) and not more than five (5) Directors. The Treasurer shall be an ex-officio member of the Committee. The Committee shall investigate ways and means of financing the Local League including team sponsorships and submit recommendations. It shall be responsible for taking up collections at games, if such collections are authorized by the Local League, and shall turnover said collections to the Treasurer immediately after each game.

Building and Property Committee. (May be combined with Grounds Committee) The Board of Directors may appoint a Building and Property Committee consisting of three (3) Directors and other appointed Regular Members. The Committee shall investigate and recommend available, suitable sites and plans for development, including ways and means, the latter in cooperation with the Finance Committee. It shall be responsible for repair and improvement recommendations, other than normal maintenance, and supervise the performance of approved projects.

Grounds Committee. (May be combined with Building and Property Committee) The Board of Directors may appoint a Grounds Committee which shall be responsible for the care and maintenance of the playing field(s), buildings and grounds. It shall operate within the amount appropriated in the approved budget for that purpose.

Playing Equipment Committee. The Board of Directors may appoint a Playing Equipment Committee which shall secure bids on needed supplies and equipment and make recommendations for their purchase to the Board. The Committee shall be responsible for the proper issuance of such supplies and equipment and for the repair, cleaning and storage thereof at the close of the season.


The Pennsylvania State Legislature passed a series of new state regulations for increased protection of children from potential predators.  The new regulations include requirements for additional background checks for volunteers who have regular direct contact with children.  These new requirements took effect July 1, 2016.  All volunteers will need to fully comply with these new state requirements.  It is also important to note that the state requirements do not replace existing Little League requirements for volunteer applications and background checks - the state requirements are 
in addition to the Little League requirements.  These requirements apply to anyone who has direct and regular contact with players:  managers, coaches, volunteers, and regular umpires.

Please note that there are three clearances required but one of them, the Federal Criminal History Check, is not required for non-profit youth program volunteers if the volunteer has resided within Pennsylvania continuously for the past 10 years.  If you previously have these clearances and they are less than FIVE years old, they are still valid for volunteer work.  Please be sure to check with Ciara Nixon that your clearances have been retained with the Penns Valley Little League.

    Volunteers needing clearances under the law that have lived in the state of Pennsylvania for less than ten consecutive years (including the current year) must obtain a fingerprint-based FBI Background Check This background check carries a $27.50 fee, but must only be obtained once provided you continue to live in the state of Pennsylvania.  You must register and pay before you visit the fingerprinting site (note that some may require that you call ahead to register for an appointment).

    • Visit https://www.identogo.com/locations/pennsylvania 
    • Click on “Digital Fingerprinting.” On the next screen, enter the Service Code, which is: 1KG6ZJ.
    • Click on Schedule or Manage Appointment.
    • Click on Locate an Enrollment Center first to find the location to complete your fingerprints check that is closest to you, then go back to the Schedule an Appointment option. The company is continuing to add new fingerprinting locations.
    • Follow the prompts for completing the required information and printing the registration form to take to the fingerprinting location.

    Volunteers that have lived in the state of Pennsylvania for the last ten consecutive years are exempt from this check but must complete an affidavit affirming as such.

In addition to these three documents needed (two - if you have been a resident of Pennsylvania for 10 continuous years), Little League also requires their own Nationwide background check performed in a partnership with JD Palantine Background Check Services. This clearance will be emailed to the volunteer directly with a link inside to complete.

Volunteer Opportunities 


Uniform Committee. The Board of Directors may appoint up to (3) volunteers for a Uniform Committee to lead efforts to identify yearly uniform design, retrieve multiple quotes from different vendors, provide budget recommendations, manage the orders for accuracy and completeness, handle returns and make final recommendations to the Board of Directors. This committee will be handling all regular season teams as well as all post season teams. This committee will also lead efforts in fan clothing for both regular and post season. They will also provide leadership in the selection of Penns Valley sponsored tournament clothing and sales.

Opening Day/Tournament Committee. The Board of Directors may appoint up to (3) volunteers for an Opening Day/Tournament Committee. The group will lead the efforts to have an Opening Day Ceremony. These efforts will include but may not be limited to recognition of sponsors, manage timeline, coordinate concession stand operations, coordinate full staff for field work and manage other activities as necessary to kick off the Penns Valley Little League season. This committee will also be responsible for working with coaches of post season teams to schedule Penns Valley sponsored tournaments to include but not limited to: advertising, team registrations, concession stand coverage, purchase trophies, verify safety requirements are in place, designate an emergency lane, field crew, communication to participating teams , direct parking expectations, safety supplies are stocked, speaker system is working, porta potty’s are clean and maintained, trash is managed and mowing of property is completed. They will work closely with other committees to manage expectations such as Grounds Committee, Concession Manager/Committee, Sponsorship/Fundraising Manager/Finance Committee, Umpire Coordinator/Committee, Uniform Committee and Coaches Coordinator.

Concession Committee. The Board of Directors may appoint up to (3) volunteers for a Concession Committee. They will provide support to the Concession Manager to assist in keeping concession stands stocked with consumables, stock safety kits for site, ensure that the concession equipment is in working condition, verify that propane tanks are operational with backup available, manage money verification, make deposits on behalf of the PVLL, report necessary repairs to concession stands to Grounds Committee, maintain inventory, and communicate necessary instructions and contact information with volunteers.  Assist with regular season and post season games to include tournaments.
